Rishi Kapoor, son of the legendary Raj Kapoor, decides to try his hand at politics and, to garner support, relocates to his birth village, Hadbahedi — so isolated that most trains don't stop there and electricity comes for about six hours a day. He also plans to shoot a film, Khooni Khazana, with the producer-director Malkani. Once there, he secretly agrees to lend his name to an alcoholic drink in exchange for land in nearby Triphala and a crore of rupees, while assuring the villagers he has no intention of leaving. Believing Hadbahedi is about to become famous and modern, the villagers help him with all their might — until things descend into chaos when the film crew's misdeeds come to light and the police arrive hunting a terrorist they believe the village is sheltering.
